On December 14, 2023, the Ministry of Health and Welfare of Taiwan, China, released a notice to amend the draft list of Prohibited Ingredients in Cosmetics and solicit public comments. The new amendments are expected to take effect on July 1, 2024. If you have any comments on the announcement, please make them within 60 days from the day after the announcement is published.

The revision mainly involves:

1. Amend the management regulations of the two ingredients.

A. Cells, tissues or products of human origin: For companies or individuals that have been examined and approved by the central competent authority, the use of these ingredients is not restricted by this announcement.

B. Zirconium and its compounds:

Zirconium lake pigments, zirconium salts, zirconium pigments or otherwise specified ingredients used as pigments in cosmetics will not be restricted.

2. Add nine prohibited ingredients.

The revision reflects the Ministry of Health and Welfare's continued focus on the safety of cosmetics, as well as its increasing regulation of cosmetic ingredients, and underscores its commitment to public health.
