As an important supporting measure for the new 24 policies of the National Medical Products Administration to deepen the reform of cosmetic supervision, the core of this issuance is to clarify the classification of intended uses for 72 types of raw materials. The new regulations not only specify the functional definition of raw materials in formula systems (e.g., emulsifiers, thickeners), but also establish a dynamic update mechanism and an inclusive space for innovation.
